Different States and Union Territories also participate in the socio-economic surveys conducted by NSSO; at least on an equal matching sample basis. The sample first stage units (FSUs) that are covered by the state agencies (BAE&S, SSB, DES, etc.) are also selected by DQAD following the same sampling procedure used for selection of samples covered by NSSO. The samples covered by state agencies are called ‘State Samples’.
DQAD conducts Data Processing Training Workshop for officials of the state agencies after a few months of launching of the survey in the field, where processing instruments including System Design for NSS data processing and use of data-entry, verification and validation software used for central-sample data processing are explained to the participants in details. A CD containing data-entry and verification package, data layout and validation software is supplied to each of the participating States/ UTs.
The main purpose of this workshop is to share the data processing instruments including the software used for central sample among the States so that they also follow similar validation techniques to maintain the minimum level of data quality and use the common data format. In other words, this will make the State sample data poolable with that of Central sample data.
The tabulation software, used for central sample data, can easily be used for table generation from the pooled data without putting any extra effort, if both the data sets have common layout.
Participants from many states regularly participate in this type of workshop. Special hands-on training workshops are arranged by DPD for the North Eastern (NE) states taking into account their specific requirement in the area of data processing.
Tabulation Workshops
Tabulation Workshops for different NSS Rounds are organized by DPD for the States. Tabulation Workshop for NSS 75th and 76thRound was held together at Kolkata in March,2020 wherein several states participated in a hands-on training for table generation using software developed by DPD. Methodologies of pooling Central and State sample data to generate district level estimates along with poolability tests were explained in details in the pooling workshop of NSS 72nd Round and NSS 73rd Round at Kolkata in September, 2018 and March,2019 respectively. The requisite software for pooling with all relevant documents developed by DPD in-house, were also shared with the States along with proper demonstration. A manual depicting the methodological details of pooling exercise was also prepared by DPD wherein pooled results of seven states (NSS 66th round, Schedule 1.0, Consumer Expenditure) were included for better understanding. The same along with pooling/poolability software and unit level combined (central & state)data of two states are available in the website of the Ministry for the benefit of the users.
The Support for Statistical Strengthening’(SSS) is an ongoing Sub – scheme of the Ministry which aims to improve the statistical capacity and operations of State Statistical Systems for collecting, compiling and disseminating reliable official statistics. The Sub - scheme enables States / UTs to undertake statistical activities of considerable importance for which state funding is not available and also ensures that the statistical activities which are considered important by Centre are also strengthened.
The Sub - Scheme is implemented through the State Directorates of Economics & Statistics, as per the approved activities / targets / outputs detailed out in the State’s specific MoUs signed between the Govt. of India and respective States/UTs.
In 2018 – 19, the guidelines of the SSS sub scheme have been revised to consider gamut of issues to improve the implementation of the scheme, faster utilization of funds, enhanced timely implementation and effective monitoring of the scheme, etc. The revisions were carried out under guidance of a Technical Advisory Committee with DG (ES) as Chairman. The revised guidelines have also been duly approved by the Department of Expenditure (DoE), Ministry of Finance.

Statistical Applications and enabling IT support including Hardware and software
Preparation of State Strategic Statistical Plan(SSSP) and signing of MOU by States with Govt. of India
Implementation of recommendations of Technical Groups / Bodies for filling up existing and expected / emerging data gaps, including State/UT specific additionalities
HRD issues, with a focus on Training for Capacity Development and Skills Enhancement/ up gradation, including support to Regional Training Centres
Introduction of Innovative Techniques and Methodologies for improving the efficacy of statistical processes and operations
Holding of regular/periodic (say once every year) User-Producer dialogues, stakeholders’ consultations and Conduct of periodic (say annual) surveys on user- satisfaction.
Dissemination of Annual Reports on the performance of State Statistical Systems and improving the cost effectiveness and ease of data access.
Data quality and efficiency improvement measures- • Participation in rounds of NSS including the Periodic Labour Force Survey(PLFS), Annual Survey of Services Sector Enterprises (ASSSE), Annual Survey of Unincorporated Sector Enterprises (ASUSE), Time Use Survey (TUS); • Strengthening Monitoring Framework for Sustainable Development Goals (SDGs)"

States / UTs which have implemented or are implementing the SSS sub - scheme
Presently, the period of the sub-scheme has been extended upto March 2026. So far, a total of 26 States/UTs have either implemented or are implementing the scheme.
The Scheme has enabled the implementing States / UTs to compile village / local level statistics, create integrated State databases, type studies and surveys to address data gaps on State Income Estimates, compilation of core indicators such as Consumer Price Index (CPI), State Index of Industrial Production (IIP), reviews of Line Departments, workshops, training programmes for statistical personnel, awareness campaigns for statistics, formation of technical / expert groups, strengthening of Physical and IT infrastructure, etc.
